In most Western countries, child labour can be avoided. In most developing countries (aka 80% of the world), it's harder. Legalizing it with the purpose of controlling it, solving problems and slowly deminishing it would be the first step to take I guess. Well, if it can’t be avoided, regulate it.

I suppose in some areas of the world it's impossible to get rid of child labor for the time being. Therefore, I feel the international community should pressure countries to enforce strict policies protecting these children. If they're going to work, at least let them be safe from exploitation.
